Qusar District, Azerbaijan · Independent
Shahdag Mountain Resort is Azerbaijan's largest ski area, built in the 2010s in the Greater Caucasus near the town of Qusar, close to Shahdag National Park. Its 37 runs climb from a 1,435 m base to a top lift station at 2,552 m, with 100% snowmaking coverage across the skiable terrain via over 500 snow guns. It is a state-developed, purpose-built resort (unlike most entries on this list, it opened from scratch rather than growing around an older village) and anchors Azerbaijan's push to develop winter tourism.
